Invitation to Tender – SG Cares Digital Kampong – for the supply, delivery, installation, testing and commissioning of a fully operational computer system with an option for maintenance

You are invited by National Volunteer and Philanthropy Centre (hereinafter referred to as “NVPC”) to submit a tender for the supply of goods and/or services mentioned above.

[Update 25 April 2022] Please note that a Corrigendum regarding the extension of the closing date for submissions has been posted. Please refer to the Corrigendum section below for further details.

Attendance for Tender Briefing

A compulsory in-person tender briefing will be conducted at NVPC’s premises (6 Eu Tong Sen Street, #04-88 The Central, Singapore 059817) for interested parties from 10.00am to 12.00pm on 11 April 2022 (Monday).  

Registration prior to the briefing is required via NVPC’s e-Procurement website (TenderBoard).  Please note that each company is strictly limited to two registered guests due to capacity constraints.  Replacement of registered guests are allowed. 

Tender Documents

The invitation to Tender Comprises of the following Tender Documents:

  1. Cover Letter;
  2. Part 1A – Instructions to Tenderers;
  3. Part 1B – Conditions of Contract;
  4. Part 1C – Conditions of Software and Maintenance;
  5. Part 2 – Requirements Specification;
  6. Part 3 – Guidelines for Tenderer; and
  7. Part 4 – Evaluation Criteria

The scope and nature of this tender are specified in the Part 2 – Requirements Specification.

Eligibility and Evaluation Criteria

Your Tender will be evaluated based on the Eligibility and Evaluation Criteria, as explained in Part 4 – Evaluation Criteria.

Collection of Tender Documents

Interested tenderers are to register on NVPC’s e-Procurement website (TenderBoard) to request for access to the tender documents. The tender documents will be available for download between 4 April 2022 and 13 May 2022 in the form of PDF. 

Tender submission instructions

Submission of Tender

Tender documents are only to be submitted electronically in PDF format via NVPC’s e-Procurement website (TenderBoard) from 4 April 2022 onwards.

Tenderers must submit their Tender Offers via NVPC’s e-Procurement website (TenderBoard) by the Closing date, which is at 12.00 noon, on 13 May 2022. Late submissions will NOT be accepted.

Tenderers are advised to refer to Section 4 of Part 1A – Instructions to Tenderers for details on submission of tender and Part 3 – Guidelines for Tenderer on Submission of Proposal for documents to be included in the Tender Submission.

If there are any changes or amendments to the tender documents or any response to clarifications requested by Tenderers before the closing date for submission, notification will be given through the publication of a Corrigendum to the Tender Notice through NVPC’s e-Procurement website (TenderBoard) and/or the NVPC Website at  https://cityofgood.sg/tender/.

Tenderers are advised to check NVPC’s e-Procurement website (TenderBoard) and/or the NVPC Website at https://cityofgood.sg/tender/ for any Corrigendum/Addendum which is issued prior to the Tender Closing Date before submitting their tenders. Acknowledgement of receipt by tenderers is not required as any published Corrigendum/Addendum is deemed to form part of the Invitation of Tender.

NVPC does not bind itself to accept the lowest or any Tender Offers.

All such questions regarding the tender will be answered by addenda addressed to all Tenderers through the posting of a Corrigendum/Addendum/FAQ document by 25 April 2022, 6.00 pm. All addenda issued during the tender period will be incorporated into the Contract.

Corrigendum

Corrigendum #1 – Extension of Closing Date of Submission of Bids

Please note that the Closing Date for Submission of Bids has hereby been extended to 13 May 2022, 12 pm. Please ensure that bids are submitted via NVPC’s eProcurement system (Tenderboard) before this date and time.
